§ Mr. Allan
To ask the Chancellor of the Duchy of Lancaster if he will list all departmental committees of inquiry which have been established since May 1995, indicating the date of establishment and name of the chairman; and if he will separately identify those departmental inquiries which have been set up by Ministers which have sought expert or lay opinion and which have been chaired by an individual outside Government.
§ Dr. David Clark
"Departmental Committee of Inquiry" is a term usually applied only to inquiries which have been set up by Ministers, which have sought expert or lay opinion, and which have normally been chaired by an individual outside Government. The following list details those inquiries established in this way since May 1995.
The list excludes advisory committees established to provide on-going advice (such as those advisory Non-Departmental Public Bodies listed in "Public Bodies 1997"), task forces and reviews set up since May 1997 to provide policy advice and recommendations (as listed in the Written Answer to a Question from Lord Chesham provided by my noble Friend Lord McIntosh of Haringey in the other place on 12 February 1998, Official Report, House of Lords, columns 231–44 and inquiries set up routinely in pursuance of responsibilities under a statutory requirement, for example public inquiries held under planning legislation.689W
