§ Mr. Worthington
To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on progress made over the scrutiny of North Korea's nuclear capacity.
§ Mr. David Davis
On 21 October 1994 the United States and North Korea signed an agreement on nuclear matters in Geneva. Under this, North Korea has agreed to freeze and eventually dismantle its graphite-moderated reactors and related facilities. It has also agreed to remain a party to the non-proliferation treaty and will allow implementation of its safeguards agreement under the treaty. We hope that this will lead to a resolution of the578W nuclear problem in North Korea. We now look to the North Koreans to demonstrate their willingness to comply with this agreement. The United Kingdom has supported United States efforts to achieve a negotiated settlement and we welcome the agreement.
