§ Mr. Kirkwood
To ask the Secretary of State for Foreign and Commonwealth Affairs what attempts are being made by Her Majesty's Government to co-ordinate an international aid freeze on support going into Malawi until human rights abuses are ended and investigated.
§ Mr. Lennox-Boyd
We are in close touch with our European Community partners and other donors, among whom our concern about human rights in Malawi is widely shared. Last week's consultative group meeting for16W Malawi, held under World bank auspices in Paris, clearly demonstrated the determination of donors to limit new commitments of aid, other than humanitarian assistance in response to the current drought, pending tangible and continuing improvement of the Malawi Government's performance in this area.
