To ask the Secretary of State for the Environment (1) how many discretionary grants were awarded to private sector owners and tenants in the years 1989, 1990 and 1991 to date;
(2) how many mandatory grants were awarded to private owners and tenants in the years 1989, 1990 and 1991 to date.
