§ Mr. Campbell-Savours
To ask the Chancellor of the Duchy of Lancaster what has been the nature of the communications between Her Majesty's Government and shippers of military equipment, in particular Sea Cadet missiles, as to the responsibility of shippers to ensure that such equipment does not pass through or arrive in the hands of Soviet interests; and to which other persons or organisations such communications have been directed.
§ Mr. Alan Clark
Exports of military equipment are controlled under the Export of Goods (Control) Order 1987. Where goods are subject to control it is the responsibility of the person presenting the goods for export to ensure that an export licence is produced to Customs and Excise and that the goods are exported in accordance with the descriptions on, and conditions of, the licence.
Communications between Her Majesty's Goverment and exporters or shippers on matters relating to the export of military equipment would take the form of advice, or requests for information, clarification or undertakings, in connection with the licensing process.
