§ Sir Russell Johnston
asked the Secretary of State for Scotland (1) how many local authorities have refused to implement the recommendations of the local government ombudsman since his establishment where he has upheld a complaint against them; and if he will list these authorities and the cases concerned;
(2) in how many cases his establishment and the local government ombudsman have upheld a complaint against a local authority; and if he will list the local authorities concerned.
§ Mr. Ancram
According to their annual reports, successive Commissioners for Local Administration in Scotland have, up to 31 March 1986, upheld 250 complaints. Where local authorities have not implemented a Commissioner's recommendations, 14 further reports have been issued. More detailed information is not held centrally, but I have asked the Commissioner's office to write to the hon. Member.
