§ Mr. Cohen
asked the Secretary of State for the Home Department what instructions were given to the Metropolitan police regarding demonstrations and gathering of people in Westminster and Kensington in connection with the recent visit of the Prime Minister of South Africa; what was his policy regarding permitting such demonstrations; whether the Anti-Apartheid Movement was informed of this policy; and if he will make a statement.

The Commissioner of Police of the Metropolis tells me that the operational orders to those of his officers who policed these events merely related to the normal practice of permitting demonstrations to continue in such a way as not to obstruct the highway, the footpath, 513W or the entrance to buildings. These arrangements are discussed with the organisers of demonstrations where the police are notified in advance.
