§ Mr. Alan Clark
My Department has issued guidance, based on the code of practice, to the major non-departmental public bodies sponsored by the Department of Employment and staffed by civil servants, namely, the Advisory, Conciliation and Arbitration Service, the Health and Safety Commission and Executive and the Manpower Services Commission. For non-departmental public bodies506W sponsored by the Department of Employment group which directly employ staff who are not civil servants, implementation of the code is the responsibility of the bodies concerned as employers. My Department would expect them to be aware of its provisions and to take appropriate account of them in their employment policies and procedures.
