asked the Secretary of State for the Environment if he has any estimate of the number of leasehold dwellings whose rateable value is reduced each year; and if he will take steps to give leaseholders whose rateable value is incorrectly assessed as above the qualifying limit and then reduced below it, the same right to buy as leaseholders whose rateable value is correctly assessed initially.

Information about the number of leasehold dwellings whose rateable value is reduced each year is not available. The Leasehold Reform Act 1967 provides that where improvements have been carried out to a house at the leaseholder's expense the rateable value may be reduced for the purposes of the Act. We have not heard of cases where the problem described by my hon. Friend has arisen, but I shall look into the matter if he can provide me with the relevant details.90W
