There is no generally agreed definition of a flag of convenience and this description is applied by some 549W governments to the British Flag. Along with most other OECD countries, Her Majesty's Government agree on the need for effective action against sub-standard ships but strongly oppose any measures that would reduce competition in international shipping and raise the cost of international trade.
