asked the Secretary of State for the Home Department if, pursuant to the statement by the hon. Member for Halifax (Dr. Summerskill) in the Third Standing Committee on Statutory Instruments that the Government were obliged by statute to raise fees for firearms certificates at requisite intervals, he will list the statutory provisions under which he is so obliged, rather than enabled.

My hon. Friend the Under-Secretary of State did not say that the Government were obliged by statute to raise fees for firearms certificates at requisite intervals. She drew attention to the view of Parliament, reflected in the46W Public Expenditure and Receipts Act 1968, that the full costs of granting and renewing the appropriate licences and certificates should be borne by people engaging in activities controlled in the public interest.
