asked the Secretary of State for Social Services what progress his Department has made in implementing the recommendations contained in the Eleventh Report of the Expenditure Committee on the working of the Children and Young Persons Act 1969.
§ Mr. Ennals
The Government's response to the Expenditure Committee's92W recommendations was given in the White Paper published last May (Cmnd. 6494). Among proposals which are primarily the concern of my Department, consultation is far advanced on first steps towards ending the remand of young people to prison department establishments, priority is being given to secure accommodation building projects, and we are making a major effort to encourage the development of non-residential forms of care. As my right hon. Friend the Home Secretary explained in his reply on 18th November—[Vol. 919, c. 1558]—consultalions about the establishment of new national consultative machinery are proceeding.
