asked the Secretary of State for Scotland whether, in view of 133W the forthcoming establishment of a Scottish Assembly, he will open a register of Scots, outside Scotland, possessing skills likely to be of use in Scottish government, who are anxious to return home.

I am always glad to hear of Scots who want to return to Scotland, but I see no need to register them.
