It is not always easy to reconcile the need to maintain public safety with the requirements of the Chronically Sick and Disabled Persons Act 1970 relating to access for the disabled. Means of achieving this aim are constantly being sought, but where such reconciliation is not possible the safety of the public must prevail. If my hon.
