asked the Secretary of State for the Environment if he will take steps to ensure that fare levels on British Rail services and those on alternative road or rail services operated by passenger transport, or similar authorities, remain comparable in order that optimum use can be made of parallel facilities.

Where Section 20 of the Transport Act 1968 has been applied, metropolitan counties, and passenger transport executives, after consultation with British Rail, may determine fares on local rail services which they support. In London it has long been the practice of British Rail and London Transport to charge the same fare for rail services between stations where their lines are adjacent.
