§ Mr. Lawrence
asked the Secretary of State for Foreign and Commonwealth Affairs if he will take steps to ensure that British subjects visiting the USSR as private tourists are given adequate warning about the penalties for infringements of the Russian penal code and the dangers of approach by Russian citizens who might seek to compromise such tourists.
§ Mr. Hattersley
Everyone who obtains a United Kingdom passport is given a pamphlet entitled "Essential Information" which advises persons intending to visit the Soviet Union to consult the Consular Department of the Foreign and Commonwealth Office. He is then given further written guidance. It is, however, difficult to ensure that every traveller to the Soviet Union obtains, reads and heeds that guidance.
