§ Mr. Gorst
asked the Secretary of State for Education and Science when she expects to be in a position to introduce legislation to amend the Copyright Act 1956 so as to create a public lending right for authors and other creators of original material.
§ Mrs. Thatcher
My noble Friend is anxious to find a practicable way of ensuring that authors are adequately recompensed within the resources available for their services to the public through libraries. All the ways which have been proposed to this end raise difficulties in practice and he is not yet ready to propose a solution.
