asked the Secretary of State for the Environment whether, where planning consents for the exploitation of sand and gravel and the reinstatement of the land make no provision for a time limit, he will seek powers to enable him to impose one in the interests of the environment.

The Committee on Minerals Planning Control, under the chairmanship of Sir Roger Stevens, is currently examining the operation of planning control over surface mineral working. My right hon. and learned Friend proposes to await its report before considering whether changes are desirable.
