39. Mr. Tom Boardman

asked the Chancellor of the Exchequer why the form sent to occupiers of dwelling-houses requires them to make a return under the General Rate Act 1967 of night-storage heaters used on the premises, in view of the fact that such heaters are not taken into account in arriving at the rating assessment; and if he will have the form amended to make this fact clear.

Because this is the simplest way of ascertaining whether the central heating is or is not a type which affects the value for rating.

asked the Chancellor of the Exchequer whether he will take steps to extend tax rebates on mortgage interest repayments to additional rates assessment caused solely by owner occupiers installing central heating.
