asked the Secretary of State for the Home Department why his Under-Secretary of State took three weeks to reply to a communication from 127W the hon. Member for West Ham, North, enclosing a communication from a con stituent concerning legislation to increase the penalties for those found guilty of vandalism and hooliganism, in view of the fact that this was a stereotype reply.

My hon. Friend the Joint Under-Secretary of State did not send a stereotype answer and the time taken to reply was not excessive.
