asked the Civil Lord of the Admiralty by what authority a lecture was delivered recently in the Lathom Hall, Seaforth, to an audience of sea cadets and their officers by Lieut.-Commander L. A. Wintle, R.N., retired, in which he advocated the unilateral development by Great Britain of a submarine capable of firing nuclear rockets; what official facilities and payments from public funds were provided in connection with this lecture; and how many times this ex-officer has been invited to deliver similar lectures, the cost of which has been borne by his Department's Vote.
§ Mr. C. Ian Orr-Ewing
This lecture was given under the auspices of the Navy League which is an independent organisation. No official facilities or payments from public funds were provided either on this occasion or on any similar one.
