§ 71. Mr. Sorensen
asked the Secretary of State for the Home Department if he is aware that there were 934 boys in remand homes on 30th June and 296 inflictions of corporal punishment during the preceding quarter; 9,101 boys in approved schools on the same date, with 949 records of corporal punishment during the quarter, including 599 of six strokes or more, apart from schoolroom canings; whether this ratio is normal; and whether the question of securing discipline by means that will best help the boys to improve in character has received special consideration.

Of the 599 punishments of six strokes or more, 124 were of six strokes inflicted in remand homes and 475 were of six strokes or more inflicted in approved schools. The returns of corporal punishment for the June quarter disclosed no unusual features. The statutory rules require that every effort shall be made to secure discipline without resort to corporal punishment and the use of this and other disciplinary measures is kept constantly under review.
