asked the President of the Board of Trade whether, in order to stop black-market activities and overcharging, he will institute compulsory registration of wholesalers and so control the channels through which commodities must pass and help to find those who are now setting up themselves as wholesalers, in the same way as control is exercised over those desirous of opening retail shops under the Location of Business Order?

No, Sir. I do not wish to introduce more restrictions on trade than are really necessary in the national interest; and I am not satisfied that compulsory registration of wholesalers is necessary in order to stop black-market activities and overcharging.
