§ Mr. R. Morgan
asked the Prime Minister what action he has taken with reference to the refusal of the Japanese authorities to allow goods to be exported from Tsingtao when the exports have been financed through foreign bankers by means of Chinese national currency; and whether such refusal has been extended to any other and, if so, what ports in China?
§ Mr. Butler
There have been cases in recent months in which the Japanese authorities at Tsingtao have refused to permit exports, either on the ground mentioned by my hon. Friend or without assigning any reason. His Majesty's Consul-General at Tsingtao has made frequent representations in the matter to his Japanese colleague, who has pleaded military necessity as the justification for the action taken. The matter has also been taken up by His Majesty's Ambassador at Tokyo.649W
The system of export permits has recently been extended to Weihaiwei and Chefoo, where the situation is being closely watched.
