§ The Earl of Caithness rose to move, That the draft order laid before the House on 2nd November be approved [11th Report from the Joint Committee].
§ The noble Earl said: My Lords, this order lists eight modes of guided transport which cover every known form of guided transport system, whether operating or under development, which does not lie within the description of a railway, tramway or trolley vehicle system. The descriptions will cover guided buses and other novel forms of light rapid transport.
§ As with the previous order, we have consulted widely and have taken account of responses in the draft order before your Lordships. Once again, we have drawn the categories widely. If the prescribed modes prove not to cover a system to be developed in the future, it would always be possible to prescribe an additional mode, but as far as we know, the order covers existing and potential systems. I commend the order to the House.

My Lords, I thank the Minister for the brief introduction to the order which we support. My only anxiety is that all the modes prescribed in the draft order will probably require government funding to support them and I doubt whether that will be forthcoming. However, that is slightly outside the scope of the order.
