My Lords, I beg to move that this Bill be now read a second time. It is a consoli-dation measure, consolidating in relation to Scotland certain enactments relating to rents, tenants' rights and connected matters. It is pure consolidation and is intended to make no change in the existing law. If your Lordships approve, it will be referred in the usual way to the Joint Committee on Consolidation Bills, which will consider it and make its report to your Lordships in due course. I beg to move that the Bill be now read a second time.
