My Lords, I am sorry to have to detain the House for a moment longer, especially as it is entirely my fault, in regard to the Third Reading of the Essex County Council Bill earlier this afternoon. I 490 ought to have moved some Amendments. I ought to add, too, that I have no excuse at all. So, with your Lordships' permission, I now have to ask the House to deal with the Amendments to the Bill. But first I beg to move that the proceedings on the Third Reading of the Bill this day be vacated.
