§ THE LORD CHANCELLOR (LORD HAILSHAM)
My Lords, I beg to move that the House do now take the Commons Amendments on this Bill into consideration. There are only two formal drafting Amendments and in the absence of my noble and learned friend Lord Darling, it seemed to me that it would be a pity if the Bill were to be lost merely on account of drafting Amendments and there being no one to save the infant life of the Bill. Accordingly, I took it upon myself to take charge of the Bill at this stage.
