§ THE LORD CHANCELLOR (LORD LOREBURN)
My Lords, this is in substance a Bill which has already passed its Second Reading in this House, and it has run the gauntlet of a Select Committee. There have been some alterations and additions made to it, but not of any really vital import, and if any question is raised by any noble Lord with regard to it I think the Committee stage would be an appropriate time to discuss it. I approved the Bill myself, but as it is very technical, and in case I might have overlooked something, I sent it to one of His Majesty's Judges who is very skilled in conveyancing and asked him for his opinion with regard to it, and he advised that it was a very sensible Bill. It has already passed, in substance, the Second Reading, and I hope your Lordships will not offer any objection to it to-day.
