I trust your Lordships will not agree to the Motion which the noble Lord has just moved. This Bill introduces a new system of law altogether, and I think it would be rather dangerous that it should be allowed to go through without being referred to the Standing Committee.
§ LORD AVEBURY
I moved the Motion negativing the Standing Committee as the Bill had twice been through Committee in this House without any Amendment being suggested, but in deference to the opposition of the noble and learned Lord, the late Lord Chancellor, I withdraw the Motion.
