I am not anxious to detain the House at this early hour of the morning, but I am deeply concerned about the way in which quite important matters are rapidly passed through the House. Is it possible for us to discuss these matters?

Further to that point of order, Mr. Deputy Speaker. May I draw your attention to the fact that the measure which is now being put to the House was debated yesterday by the Second Standing Committee on Statutory Instruments, &c.? However, the record of the proceedings was not available in the Vote Office until about 2 p.m. this afternoon. Therefore, there was little time for hon. Members to consider the matter.
