asked the President of the Board of Trade if he will now give details of his plans for the erection of advance factories in, and in the vicinity of, Aberdeen and Aberdeenshire.

Does the hon. Gentleman realise that these areas have been shamefully neglected by the Government and that the history of his Department is littered with broken promises to look after them? In view of its failure to keep those promises, does not the 214 hon. Gentleman think that the President of the Board of Trade should give way to a Scottish President of a purely Scottish Board of Trade, with a Scottish staff with knowlege of the needs and potentialities of these districts so that something may be done for them?

On the first part of the hon. and learned Gentleman's supplementary question, his constituency is fortunate in that its unemployment rate is not nearly as high as that of several other constituencies. When we consider further advance factories, I must tell the hon. and learned Member that I think it doubtful whether his constituency would be the first to qualify. I do not think that the second part of his supplementary question is a matter for me.
