asked the Chancellor of the Exchequer if he is aware that the credit restrictions have caused the postponement of so many building projects in Norwich and Norfolk that there is now heavy and increasing unemployment among building trades workers in the area; and if he will now take appropriate steps to relax these restrictions at least for local authority projects such as public improvements and building and slum clearance.

Is the Economic Secretary aware that special circumstances exist in this area? There is no alternative employment in Norwich or Norfolk. Does he not agree that the hardships being suffered by these people are direct results of the Government's financial policy? Does he not think, therefore, that there is a duty upon the Government to do something to relieve those hardships?
