asked the Minister of Agriculture if he is aware that the present bull licensing regulations preclude the issue of a dairy bull licence in respect of a bull whose immediate female ancestors, although of outstanding merit and with milk records recognised in other countries, were not recorded for milk production in England and Wales; and if he will amend the Regulations to overcome this anomalous position.

I am aware that the present Regulations debar some bulls of merit, whose dams, or sires' dams, have been recorded under Scottish or overseas milk recording schemes and not under an official scheme operating in England and Wales, from being made the subject of a dairy bull licence. I am considering 30 what steps might be taken to enable reliable and properly authenticated milk records, other than those prescribed in the Regulations, to be accepted for bull licensing purposes.
