asked the Secretary of State for Scotland whether he will seek an arrangement with the Service Departments to allow of the piped water supplies and electrical supply services in their establishments in the Highlands and Islands being taken over and extended for the use of the local communities as a first step towards provisions of a general electrical and water supply service and as a measure of economy.
Arrangements have already been made under which Service water and power installations in Scotland which become surplus to Government requirements, and which might be used or developed for the benefit of local inhabitants, are brought to the notice of local authorities concerned Immediately any installation becomes available in the Western Isles, I shall communicate with the appropriate local authority.

Can my right hon. Friend give an assurance that if the local authorities do not move in this matter, steps will be taken by the Department of Health in Scotland?
