asked the Prime Minister to which Ministry application should be made for compensation in the case of a British civilian killed by an anti-aircraft shell.

If the fatal injury is caused by an anti-aircraft shell fired in combating the enemy or in repelling an imagined attack by the enemy, application should be made to the Ministry of Pensions, and in other cases to the Service Department concerned.

Is it the policy of His Majesty's Government to pay compensation for civilians who are unfortunately killed by our own anti-aircraft shells without paying regard to the responsibilities of the individual and without judging each case on its merits?
