asked the President of the Board of Trade whether he will consider withdrawing 50 per cent. of the clothing coupons at present allotted to individuals and households with a net income of £500 a year and over, and redistributing such coupons to those individuals and households with an income below the amount stated?

No, Sir. Additional clothing coupons are issued to persons having special needs, such as bombed persons, growing children and certain industrial workers, but there is no simple relation between an individual's need for clothing and his income, such as would justify the adoption of my hon. and gallant Friend's proposal.

As presumably these people with higher incomes had substantial reserves of serviceable clothing when rationing was brought in, is it not better to carry out my suggestion? It is not additional coupons I am asking for but redistribution.

Is the hon. and gallant Gentleman aware that the clothing which the well-to-do can afford to buy lasts two or three times longer than the clothing which poor people can buy?
