Yes, Sir, I am glad to say that there has recently been a sharp decline in the import of copper through Vladivostok, and some decline in the import of other war materials. But I am still not 3 at all satisfied with the position, and His Majesty's Government are now considering what arrangements can be made to stop the leak.
