asked the Minister of Transport what action he takes to prevent local authorities imposing a speed limit on an unlighted trunk road by erecting street lamps and thus placing the road in a built-up area within the meaning of the Road Traffic Act, 1934?

If local authorities wish to erect street lamps on unlighted trunk roads without grant from the Road Fund, they are free to do so without reference to my right hon. Friend. Where the effect of the installation of lamps is to impose the speed limit on lengths of road which are not in his view built-up, my right hon. Friend can, and does, make orders for the de-restriction of those lengths.
