asked the Postmaster-General whether postmen delivering parcels on the cash-on-delivery system carry any sums of money for the purpose of giving change when delivering this particular type of parcel; and whether 502 he can state the number of parcels that have not been delivered at the first delivery for the 12 months ended to the last convenient date?

Postmen delivering cash-on-delivery parcels are not supplied with change, but if they can give change they do so. I have no precise information as to the number of cash-on-delivery parcels which are not delivered at the first attempt, but the proportion is not large.
