Invitations were issued tc all telephone subscribers. I am not now in a position to answer the second part of the question. The scheme is still in operation, and orders are coming in daily from all parts of the country. The displaced instruments are taken into stock and are available for re-issue to new subscribers who desire the "candlestick" instrument, which is not obsolete, but is still the standard pattern.
