asked the Secretary of State for Foreign Affairs whether the treaty of friendship and arbitration, signed at Ankara on 30th October last, between Greece and Turkey has been registered with the League of Nations; and whether he will call the attention of the Council to the agreement contained in the treaty that if either contracting Power is attacked by a third Power the other shall remain neutral and its bearing upon the obligations of Greece under Article 16 of the Covenant of the League of Nations?
§ Mr. DALTON
So far as my right hon. Friend is aware, the exchange of ratifications of this treaty has not yet taken place, and consequently the question of its registration with the League of Nations has not yet arisen. My right hon. Friend is advised that, inasmuch as Turkey is not a member of the League, the undertaking of the two contracting parties contained in Article 2 of the treaty is not inconsistent with the obligations of Greece under Article 16 of the Covenant.

Do I understand that the obligations of the Covenant would override any other treaty that might be signed?
§ Mr. DALTON
The obligations of the Covenant apply only to members of the League and, Turkey not being a member of the League, they do not apply to the relations of Greece and Turkey.
