asked the Under-Secretary of State for India whether there is any limit to the time which the Government of India propose to keep under arrest the 110 persons who are detained without trial under the provisions of the Bengal Criminal Justice Act?

Out of 119 persons under the Act, 67 are not under arrest but are required to stay in their own homes or other prescribed places. The validity of every order of restriction is by law limited to a period of one year; thereafter the order must be renewed if, on consideration, this appears to he necessary. The Government of India have publicly announced that it is their considered policy that wherever it is possible to mitigate or remove all restriction it should be done; and that they hope that as things improve the restrictions may either be entirely removed or grow less and less as time goes on.
