asked the Under-Secretary of State for Foreign Affairs whether he has yet received official information from the United States Government that they will in future instruct their consular agents that everyone to whom they grant a visa will be guaranteed admission to the 1443 United States, and thus avoid internment in Ellis Island?

Is it not only common sense to suggest that the American consular agents should prevent emigration on this side rather than allow unfortunate emigrants to cross the Atlantic and be interned on Ellis Island?

My answer was not concerned with the merits of the proposal. It was in the negative to the question on the Paper, as to whether we have received official information.
