asked the Secretary of State for the Home Department whether he is aware that the prison staff consider unjust the principle of including the value of emoluments in allocating the war bonus and thereby diminishing the amount granted in each case, as these emoluments 983 were not included in the 5 per cent. rise of pay conceded in October, 1913; and, having regard to the fact that the bonus is far from equal to the increased cost of living, whether he will consider the advisability of readjusting the basis of calculation and exclude the emoluments'?
In calculating the war bonus the allowances to which members of the prison staff are entitled are taken into account in accordance with the conditions on which the bonus was granted to the Civil Service as a whole. The 5 per cent. rise of pay was a special concession to the prison staff and was an increase in wages, not a bonus.
