The Government have not yet considered the method of procedure to be adopted in regard to this Bill.

Is it within the recollection of the right hon. Gentleman that the 2139 late Mr. Gladstone and the late Sir H. Campbell-Bannerman frequently deprecated sending highly controversial Bills to Grand Committees; and will the Government bear that in mind?
