I beg to ask the Under-Secretary of State for the Colonies if he can state whether a correct record is kept of all emigrants from Trinidad and other British possessions to, and for the purpose of working upon, the Panama Canal; whether any record is kept of the rate of sickness and mortality among such emigrants while working upon the canal; and whether, in view of the nature of the work, any action is being taken to protect the interests of such emigrants.

As regards the first part of the Question I would refer to the Answer I gave to the hon. Member for Sunderland on Tuesday last.† The rest of the Question should be addressed to my right hon. friend the Secretary of State for Foreign Affairs. It is not possible for the Colonial Governments to do more than supervise recruiting and see that the terms of contracts are satisfactory.
