I beg further to ask the hon. Member for South Somerset, as representing the President of the Board of Agriculture, whether, in view of the fact that the production of a warranty as to the purity of butter, obtained by the vendor from the previous dealer, is held to be sufficient guarantee of the good faith of the vendor, and that the liability to a penalty is sometimes thus shifted from one dealer to another, 632 until it becomes almost impossible to trace the original offender, steps will immediately be taken, in the interests of pure butter making, to so alter the law as to facilitate the detection of fraudulent practices.
