I beg to ask the Under-Secretary of State for the Colonies what steps he intends to take to compel the Boers to discontinue the use of the sambok in flogging their Kaffir servants; and if he will consider the possibility of making the sambok an illegal weapon.


The law at present imposes penalties on the employer for assault on his servant, and the Secretary of State is not aware that adequate cause has been shown for further legal provision.
