I beg to ask the Lord Advocate whether, in view of the fact that, under the Public Health (Scotland) Bill, the majority of the black houses in the Highlands and Islands of Scotland will be liable to be condemned as insanitary dwellings, will he consider the advisability of introducing into the Congested Districts Bill a provision rendering the crofters and fishermen 908 assistance in the erection of suitable dwellings?
